MH tires & axles are for delivery of a new, unlicensed units only. As such they are not on a licensed vehicle and are allowed to run cheaper 'delivery' hardware. There are good arguments that trailer specific tires handle bouncing a touch better, though automotive tires are better at mitigating the effect.
